Projekt aPiFlex je usmerjen v sistematično in dinamično nabavo ter aktivacijo storitev prožnosti v elektrodistribucijskem omrežju. Njegov cilj je izboljšati učinkovitost izrabe prožnosti z razširitvijo dostopnosti virov prožnosti v distribucijskem omrežju ter z uravnoteženjem finančnih koristi tako za elektrodistribucijsko podjetje kot za ponudnike storitev prožnosti.

Projekt bo to dosegel z uvedbo poslovnega modela, ki temelji na avkcijah dan vnaprej, ter z avtomatizacijo celotnega procesa – od nabave do aktivacije storitev prožnosti. Ključna komponenta tega pristopa je nadgradnja platforme za prožnost FlexIS, ki je že integrirana v IT-okolje družbe Elektro Celje, z dodatnimi funkcionalnostmi in standardiziranimi vmesniki. Čeprav je platforma FlexIS že povezana z EVT, bodo novi vmesniki do agregatorjev omogočili neposredno izmenjavo sporočil med platformo in agregatorji, s čimer se bo razširil obseg primerov uporabe ter povečala obratovalna učinkovitost in odzivnost sistema.

Poleg tega bo kombiniranemu operaterju sistema ELES omogočen dostop do tržnih podatkov, kar bo prispevalo k natančnejši oceni razpoložljivosti virov prožnosti, priključenih v distribucijsko omrežje, za potrebe izravnave sistema. Pridobljene izkušnje v projektu bodo dragocene tudi pri posodobitvi Sistemskih obratovalnih navodil za distribucijski sistem električne energije (SONDSEE) ter pri pripravi nacionalnih pravil in metodologij na področju storitev prožnosti.

The aPiFlex project focuses on the systematic and dynamic procurement and activation of flexibility services in the electricity distribution network. Its objective is to improve the efficiency of flexibility utilisation by expanding access to flexibility resources within the distribution network and by balancing the financial benefits for both the distribution system operator and flexibility service providers.

The project will achieve this by introducing a business model based on day-ahead auctions and by automating the entire process – from the procurement to the activation of flexibility services. A key component of this approach is the upgrade of the FlexIS flexibility platform, which is already integrated into the IT environment of Elektro Celje, with additional functionalities and standardised interfaces. Although the FlexIS platform is already connected to EVT, new interfaces towards aggregators will enable direct message exchange between the platform and aggregators, thereby expanding the range of use cases and increasing the operational efficiency and responsiveness of the system.

In addition, access to market data will be provided to the combined system operator ELES, contributing to a more accurate assessment of the availability of flexibility resources connected to the distribution network for system balancing purposes. The experience gained in the project will also be valuable for updating the System Operating Instructions for the Electricity Distribution System (SONDSEE) and for developing national rules and methodologies in the field of flexibility services.
